HMRC Announces Easement For Ukraine Aid Exports From GB

On March 10th the UK Government announced that the movement of aid to the citizens of Ukraine will be made easier due to a customs easement.  The easement has been welcomed by the many organisations who are sending goods to support those affected by the humanitarian crisis within Ukraine.

The easement has came in with immediate effect for a limited time (timing currently unknown), for now it means that a need for an electronic lodgement is not necessary (through CHIEF or CDS) if goods are being took out of England, Scotland & Wale.  The simplified process allows you to give oral declarations instead- this applies to designated airports & south coast ports.  If goods are being taken into the EU from Northern Ireland through Great Britain, you will only need to make a declaration when crossing between Great Britain & the EU.

There are a few exceptions to this easement though, if your goods fall under any of the following then the full Customs process will still apply:

  • Controlled goods- such a medicine
  • Excise goods- such as tobacco
  • Prohibited & restricted goods- such as military goods, dual use goods & goods subject to sanctions
